Buffalo Soccer Club- School Soccer League

Policy 1 - Eligibility of Teams to Participate in League Competition:
  1. Pursuant to the purpose of the Soccer League as a club sport level Soccer League, Buffalo Soccer Club reserves the right to refuse entry to any team that does not meet the requirements of the Soccer League and USSF.
 
Policy 2 - Registration Process for Club Teams:
  1. Member schools may enter teams in any age group offered, provided each team has sufficient players, a coach and a playing field available for the home game portion of the schedule.
  2. Team registration must be completed in full on web site and Buffalo Soccer Club must receive the league fee by the September 1st. Any subsequent changes in club team status in these matters must be communicated to the League immediately.
  3. Teams may not be registered if the club is in BAD STANDING. Bad standing is defined as the club failure to pay required fees, failure to meet the meeting requirements or for failure to adhere to the policies of the league.
  4. DORMANCY Member clubs having a period of dormancy (no teams playing in a season) must reapply for membership under Policy 4.
 
Policy 3 - Registration Process for Players:
  1. Players will be rostered to Member Schools teams via a process in compliance with the rules of Buffalo Soccer Club.
  2. A player can be rostered to only one club team in the Soccer League at any given time.
  3. It is the responsibility of the Club to roster players in accordance with the polices of this league.
 
Policy 4 - Playing Times for Age Groups:
  1. Each league group will normally play regular league games on a standard weekday. In order to avoid lengthening of the playing season, the Board of Directors may authorize a limited number of additional game dates. All regular league games will be played on the date and start at 4:30 p.m., unless authorized by the League Administrator.
  2. Play will start no earlier than September 6th  and will end no later than October 31st. The League shall draw up a schedule of games to be played in each Division at least two weeks before the start of the season.
  3. In the event of a late start for severe weather conditions, the referee will consult both coaches with regard to playing shorter periods, but in no case shall the halves be less than twenty-five minutes.
 
Policy 5 – Roster Sizes
  1. The following maximum rosters are allowed:
    1. 5th -8th grades- 18 players
 
Policy 6- School and Coaches Responsibilities
  1. After a soccer match, the home team coach MUST report the results to the Buffalo Soccer Club. If it is a tie, the home teams coach must report the score.

  3. Each coach is required to register and enter his/her entire school information and roster on the girls soccer website by September 1.
  4. The home team is responsible for providing game balls, corner flags, and nets if they are not provided by the City or your facility. 
  5. All players, coaches, and staff will read and sign the sportsmanship contract.
 
Policy 7 - Game Activities:
  1. The rules of USYSA will govern all play except as modified by this League. Game lengths will be 70 minutes. Any team unable to field at least 7 within 20 minutes of the scheduled start of a match, or maintain at least 7 players on the field throughout the match will forfeit the match.
  2. Games will be 9v9 to ensure all players have ample time to gain touches on the ball and develop as a soccer player.
  3. In determining competitors for the League championship game, three (3) points shall be awarded for a win and one (1) point for a tie. The team with the most points and the team with the second most points shall play in a championship game. Games won by forfeit or games won by official League decision, shall be awarded with the score of three (3) goals to zero (0) goals. Should two or more club teams have an equal number of points at the end of the season; the tie-breaker will be applied. See Policy 11
  4. It is recommended that substitutes wear distinguishing pinnies when warming up outside of the team area.
  5. If a player is found to have participated in any scheduled game(s and is subsequently determined ineligible, the player shall be suspended indefinitely until the league determines the appropriate penalty. The team playing such a player shall be declared the loser of the scheduled games(s) involved. The league may levy fines or other sanctions against the member team.
  6. Managers or coaches of teams shall be in possession of team rosters and hand them to the referee before the start of a game. The referee shall keep rosters in his possession during a game, and if any coach has occasion to question players participating in a game, he must do so in the presence of the opposing coach and the referee. The referee shall check players against passes before the game begins.
  7.  The coaches of each club team shall hand two (2) copies of the team's official game roster as obtained from the Buffalo Soccer Club website. Player's first and last names must be given in full and must appear clearly along side the player's jersey number. The referee will give one copy of said official game report to the opposing coach and the remaining copies shall be sent with the referee's report to the designated League official.
    1. Any player listed on the roster shall be considered a competing player, whether or not they participate in the game.
  8.  Players may be substituted and re-substituted as frequently as desired with the consent of the referee. Unlimited substitutions for your team can be made as per USYSA rules. Substitutes must be positioned at the halfway line before the stoppage in play. All substitutions must be made from the halfway line except on goals or injuries which may be made from the bench.
  9. In case of a uniform color conflict, unacceptable to the referee, it is the obligation of the home team to change colors.
  10.  When a player is sent off the field because of a red card, the referee must retain the player's information and send it with their report to the designated League official.
  11.  Any club team playing a non-rostered player in a League game shall be declared the loser of that game and the opponents shall be awarded three points for the game victory. In the case of a championship game, the offending club team shall be eliminated from the competition. The coach, player, and/or any other responsible Club official will be subjected to fines and suspension for a period to be determined by the Board of Directors based on the facts and circumstances particular to the incident.
  12.  In the event that an official fails to appear for a match, any attending officials will have sole discretion to determine the system to be used for that match. The home coach must submit the NO-SHOW REFEREE FORM available on the web site within 24 hours.
  13.  In the event that a game is not completed due to inclement weather, it will be considered an official match if the kick-off for the second half has occurred. If the kick-off has not occurred, the match must be replayed in its entirety. The League Administrator, who shall make a determination, shall review any match, which is not completed for any other non-weather related reason. If a game is not completed, both coaches must complete the game report within 48 hours, and then complete the reschedule form on the web site for that game.
  14. If lightning or thunder occurs during the match, all players and coaches will leave the field and find a safe place to wait. The referee will restart the match after 30 minutes of clear weather. If the lightning continues and there is inadequate time to finish the game, the referee may abandon the match.
  15.  Balls shall be provided by the home club team and are subject to approval of referee.
  16.  No guest players are permitted to participate in any league games. Only players who are properly rostered to a team will be allowed to play for that team.
  17.  It is a league goal that every player in 5th-6th grades should receive at least one half game playing-time in each regular league game, unless otherwise prevented due to injury or absence. It is further highly recommended that this policy be voluntarily followed at all higher age groups.
  18. Each head coach shall be responsible for ensuring that each of his/her players is properly and legally equipped.
 
Policy 8- Transportation:
  1. Schools will make their own transportation arrangements for their athletes involved in state competition in team sports. Schools will be responsible for all transportation costs.
 
Policy 9 - Rescheduling of Games:
A.      Requests for game postponement must be submitted at least eight days prior to the game's scheduled date. An online form is available on the web site for this purpose. Prior to September 15, a team may request the reschedule of any one scheduled game. The fee to reschedule a game is $15 and will be invoiced to the team requesting the reschedule. The requesting team must submit a completed online form with requested changes clearly stated prior to approval of reschedule. A request submission does NOT in itself cancel or postpone a game. The opposing team will be sent an email informing them of the requested change. This team may accept or reject the request. A rejection cancels the request.
B.       If accepted the league administrator will verify that a referee crew and the field are available. If so the league administrator will advise all parties of the change and post it on the web site. The change is NOT in effect until it is posted on the web site. All rescheduling is done solely on approval by the Soccer League Administrator. If a game has been postponed due to weather, either team may request a new date with no penalty. After September 15th, any postponed game that has not been rescheduled will be rescheduled at a date and time selected by the league administrator. All such reschedules, just like the original league schedules, do NOT need approval or acceptance of the teams involved.
C.      Contests will be postponed if a participating school is officially closed due to weather or illness.
a.       It is the responsibility of the Athletic Director (or designee) to notify the League that the school has been closed due to weather conditions (or illness) as soon as he/she becomes aware of such action. Officials will be notified by the Buffalo Soccer Club.
 
Policy 10- Championship Game
  1. Two 40 minute halves will be played.
  2. Tie Breaker Procedure:
    1. If the score is tied, 2 full 10 minute overtimes will be played.
    2. If the score is still tied, penalty kicks will be used to determine a winner for tournament advancement.
  3. Penalty Kicks:
    1. The procedure to be used for penalty kicks is the procedure established in the National Federation Rule Book.
  4. When a winner is determined by penalty kicks, add one goal to the score of the winning team to indicate the official team score.
  5. In tournament progression, an asterisk may be placed by the name of the team advancing on penalty kicks to indicate that the advancement was the result of a tie-breaker system.
 
Policy 11 -TIE BREAKERS FOR END OF SEASON
Regular season tie breakers for first place
1) Points gained in head to head competition
2) Goal differential (head to head) – limit differential of 4 maximum each game
3) Fewest total goals allowed (head to head)
4) Most total goals scored (head to head)
5) Goal differential (all league games – limit 4 maximum each game)
6) Fewest total goals (all league games)
7) Most total goals (all league games)
Note: If more than two teams are tied for most league points at the end of the season – apply the tie
breakers in order
 
Policy 12 – Fees and Fines
  1. The club is responsible for the payment of all fees and fines generated by the club, teams, coaching staff, players and spectators. Failure to do so will put the club in bad standing.
  2. All payments to the league will be in the form of a check from the team. All invoices will be made to the team.
 
Policy 13 - Licensing Of Coaches:
  1. It is further encouraged that all coaches make every effort to improve their coaching skills yearly and to obtain certification.
  2. It shall be the responsibility of each member club to insure that all head coaches are licensed.
  3. The head coach must actively participate as coach of the team

Sportsmanship Philosophy and Code of Conduct Philosophy

1. We believe that interscholastic athletics is an important part of education and support the ideals and values embodied in good sportsmanship.
2. We believe that sportsmanlike behavior is essential if interscholastic competition is to contribute usefully and constructively to the broad goals of education and to the quality of life of those involved.
3. We pledge ourselves individually and collectively to encourage and support the development and maintenance of a sportsmanlike atmosphere for athletic competition.
Code of Conduct
1. A genuine interest in and enjoyment of interscholastic competition requires conduct that reflects the understanding that contests as a part of an overall school program are intended to be enjoyed. Behavior that reflects a winning at all cost attitude violates this standard.
2. Interscholastic competition provides valuable lessons and learning experiences that are not possible in the regular classroom setting. All involved must support the need to develop the ability to compete with enthusiasm and to accept winning with grace and losing with dignity.
3. Coaches, players, and fans should know that participation is an honor and privilege which requires them to conduct themselves in a manner that brings honor and pride to their school and community.
4. Respect for the cultural and ethnic diversity of ones opponents, their school, and community is a fundamental tenet of wholesome athletic competition. This standard suggests that planned activity is needed to demonstrate a warm and friendly welcome, mutual respect, and a genuine readiness to participate in a sportsmanlike manner.
5. Players should demonstrate both knowledge of the rules and respect for game officials and their decisions. Coaches and school officials have the responsibility to teach and encourage these attributes.
